JB Hi-Fi sells Steam gift cards, and I have not had recent issues using Ultimate gift cards to pay for third-party gift cards at JB Hi-Fi. I used an Ultimate gift card last week to pay for an Apple gift card and the staff member did not care. (TCN gift cards should be fine too.)
You will one day probably run into a JB Hi-Fi staff member who will tell you cannot use gift cards to purchase gift cards, but if you add an Ultimate gift card to a mobile wallet and then tap it when you ask to pay by card, I doubt a staff member would ask what kind of card you want to use.
Heck, JB Hi-Fi also updated their JB Hi-Fi gift card terms and conditions a couple of months to explicitly state you can use JB Hi-Fi gift cards to purchase Steam gift cards (and other third-party gift cards). If a staff member refused to let you do this, that could be legally problematic. I mean, remember the furore over JB Hi-Fi refusing to let people use JB Hi-Fi gift cards to pay for a PlayStation 5 or Xbox Series S/X? That was potentially legally problematic, because there was nothing in the terms and conditions at the time to say you could not use JB Hi-Fi gift cards to pay for new consoles (nor was there anything in there that specifically allowed JB Hi-Fi to change the terms and conditions at any time without notice).
In terms of EB Games, I have not heard any recent reports of any OzBargainers being stopped from using Ultimate gift cards to pay for third-party gift cards, so if they sell Steam gift cards (which I think they do), you should be fine.

This is correct. I did this a few months ago. Bought EB Games GC using workplace discount scheme and used it to top up my Steam account by buying Steam GC. Btw, not all EBGames stores have Steam GC I have just noticed recently.

From anecdotes I have seen in recent times, EB Games is the most relaxed retailer for using gift cards to purchase gift cards.
Next is Ultimate Movies and Pops
Awaiting for the next discount rounds of these GCs.
Will we ever see one for steam? I would settle for steam cards via prezee :(.
As far as I know you can’t use eh gc to buy steam gc…(happy to be corrected though but I did ask an eb attendant about 10 years ago)
