Emulation Games Best HDD? SSD HDD or M2 2TB

Hi all i know HDD is cheapest for 2tb and it must be 2TB and needs to be External
and i need a HDD for emulations and play old games, including ps3 games and ps4 even.
Anyone know best way to do this?

If I get a M2 are they good with to M.2 USB3.0 Enclosure?
Or are normal SSDs better?
or would an HDD be fine?

    on a PC? I bet USB 3.0 read speeds from a HDD is faster than Blu Ray drive read speed on PS4 and PS3, both of which used HDD for internal drives too.

    You can get a 2nd hand 2tb mechanical disk for about $30-40, then get an external usb 3 enclosure for roughly $20.
