I got a 400 kogan voucher that's non transferable so I was thinking of just buying something then selling it. But I can't figure out what's the best options

To get the voucher for the credit card? Months. All kinds of stipulations
Ask mates/family if they want anything and you can buy on their behalf and give them a little discount

Anything Apple is pretty easily resalable (airpods etc)
