If I only put water level to 29cm, do i need a fence?

Got ours last year for $25.
Connected to a solahart hotwater collector (free on Gumtree). Kido swims in it at approx 30C during the day, then becomes a spa (around 42C) by the end of the day. I call it the Filthcuzie!
Pro tip. Place an old vaccum head on a pvc pipe, then place a garden hose up the middle and create a syphon. Works a treat. Keeps the pool perfectly clean without using the filter (which will clog and die in no time).
So you get a water change + water the lawn.
Look to FB marketplace (got free pool chlorine and spa tablets).
Been a great investment. Lucky we have a seperate fenced off area already.
Cracker of a deal, if you have a pool compliant fenced area (in QLD at least).
