Released in May last year 2022. Elgato seems to make good quality camera gear, at least based on reviews on their other products such as the Flex Arm and Multi Mount Desk Clamp systems.
Yes there is a 1/4 inch thread at the bottom of the cold shoe, but using 1/4 inch means the bottom tightening ring is non funcitonal.
3KG is max load by tightening with allen key. Keep in mind the closer you get to 3KG max load, the less steep of an angle the mount can hold itself up.
e.g. at 2kg it might be able to hold at 45 degrees, but at 3kg it might start sagging down and only hold at 60 degrees etc.

Mount is made from Anodized aluminum and has a blue coloured rings helping to identify where to twist and also gives it that "streamer" look.
It 27% discount it just scraped in at over 25% discount so I think it's a good deal for a recent release.

This $27 Smallrig 3.2KG load Cold shoe Mount looks similar in function to the Elgato.

This $36 Smallrig one looks the most similar to the Elgato, but it allows quick hand tightening. One review says it's "not all metal" but maybe they are just saying the tightening thing is plastic. Also more expensive.
