What's the downside of not issuing one, say the car 'suddenly broke down' for unknown reason says the buyer,
will the lack of receipt grounds for a refund?

Do the transfer online when they pick it up, quick and easy, no mucking around required. If the car "suddenly breaks down", that's now their problem, not yours.
Absolutely do this. Just bought a car in QLD yesterday and all processing online. You get instantaneous proof you are not the owner. The buyer gets a email from TMR stating the rego is in their name and they are the owner. So any speeding fines definately dont come back to you. If you do paper you have to go to TMR together or worse you have to rely upon the buyer submitting their purchase copy. You just need the roadworthy safety certificate electroniuc number, kms, licence details, names and addresses and off you go. The buyer pays rego transfer fee and duty online as part of the sale process. I would never do paper versions again.

Yeah, it happened to me 7 years ago, bought an Outlander, then driving in the motorway @110kph the engine went limp, no power at all, it kept moving due to momentum but I had no control, it started to slow down on its own and upon reaching 70km the control on gas pedal was back. Then a few months after, on a steep hill from full stop but in drive mode, I let the car move backwards a bit and the ABS started blinking, cost me $400 to reset the code. Seller didn't mention those issues, no possibility of refund.

The worst thing, initially they didn't want to give my parents a car while their car was undriveable, i went down there and said this is B*S, and magically they found a car

Any mechanical issues should be disclosed, I believe in karma.
It's just that I read a couple of incidents where suddenly the car started showing issues when taken home by buyer,
but was thoroughly tested before pick up and warrant of fitness issued, fully inspected by reputable motor shop.

The bill of sale will say that the sale is "final"
Some states require a bill of sale to register the car in the new owners name. I got burnt by that when I bought a car in NSW and tried to register it in ACT. Had to convice the seller to write up something quick for me.
Saying that should be no issues not having one - but could help if they have a whinge and you can say "remember that bill of sale? What does it say? Final? Oh well".
Never watched an episode of Judge Judy? Just take any piece of paper and scrawl something on it to say that you have sold it.

Give them the original and make a copy for yourself (photo or scan). It will make it easier for them to transfer the vehicle to their name and will give you all the info you need to do a transfer online and track them down with proof if you receive a traffic infringement.
A transfer of registration is NOT proof of ownership, a bill of sale/receipt is.

If you are seller and you’re not going to dept of transport to lodge the form, I would have a receipt with time date witness address details etc just to say yes it’s been sold in event of fine or police charge
