It's for older Phones / tablets that use Micro-USB for their power/USB connectivity to then plug into other Micro-USB devices such as USB drives using something called "On the Go" (OTG). These cables used to be super expensive and rare to find, but now that everything has moved onto USB-C with more mature OTG, there's not really a need for these cables anymore.
I don't think I have ever seen a USB drive with a micro USB socket on it. The applications for this must be super rare.
Yeah. the only OTG cables I've ever seen were female usb-a to micro-usb. So you could stick a flash drive into one end and the micro-usb into the phone. No idea how this would be used as an OTG cable, unless you were maybe connecting 2 micro-usb phones together to transfer data.
Pretty much every USB drive in the past few years have a micro USB socket - but it is the extended version for USB 3.0 bandwidth called "USB 3.0 Micro-B" - that is also backward compatible with the normal version for USB 2.0.

You can plug the cable in the USB 2 side of this port and it will work.
Ok, good point. Of course it would need to be an SSD, not HDD or there wouldn't be the power to start the drive.
@whats up skip: by default, the OTG Host device (usually your phone or tablet) does supply a certain amount of power through Micro USB to the OTG "Slave" device (whatever you are plugging into - hard disk, keyboard, mouse, joypad / controller, external camera etc). This will be a 5V 500ma current from memory which is enough to power the 2.5" drives and peripheral devices etc. For the 3.5" drives and the heavier equipment that require more power, they usually have a separate power cable to power those, but will still work with this.
@bchliu: Only some more modern 2.5 inch drives can start using less than 500mA. Years ago there were some drives that had a larger than normal capactor to assist with the relatively high starting current. I haven't tested this much lately, but I know years ago it was really hit and miss for a 2.5 inch HDD starting using OTG.
Whoa! I never knew you could use a micro-usb cable in that part of the hard-drive usb slot. You just somewhat blew my mind.
@NigelTufnel: Yeah.. I've been using this since forever with my older devices that have OTG to connect hard drives to transfer songs and movies etc. Pretty cool as long as you stick to FAT32/FATEXT (NOT NTFS though) format and works well.
I have a telstra wifi lte modem that has a micro usb port and you can use a cable like this to charge a microusb device, using the wifi modem as powerbank. Wouldn't pay $2.80 for the cable when I can put that money towards a "proper" power bank with a normal USB A (or better) output
