Looking for 5-6 quality hardwood frames
True story. I tried to resize an existing frame myself and it looked rubbish.
It is easy, you just need lots of specialist tools, materials, and hundreds of hours to practice the skills and gaining knowledge. I had a stab at it to go with my photo printer and in the end I decided to just buy cheap frames from Reject Shop and Ikea.
Do you have basic woodworking skill and tools?

Anywhere. If you want a thick mat with bevelled inner edges make sure the frame you buy comes with one because they are hard to make yourself. And make sure it has glass and not plastic, unless you want plastic.

Big W Kmart target all sell frames. Ikea too but cheaper and usually plastic rather than glass
It's one of those things that looks easy, but isn't. Pretty straight forward if you just want a simple outline of wood around something, but a lot harder to make a good-looking frame.
