What would counter the brightness more, oled or qled?

The brightest TV you can get.
Two factors - brightness of screen (OLED is not as bright) and how reflective the screen is (go for a matte screen).
The newer Samsung Frame TVs deal with reflections and glare quite well
Yes going to say the latest Samsung Frame TV has a matte finish, so handles glare really well. Just don't go cheap and get the cheaper model from last year, as that doesn't have the matte finish.

I'd go down to JB with your phone, look at the tvs within your price range, and flash your phone's light onto them. Look if the reflection is crisp, clear, and overpowering.
Unfortunately even within brands each model varies. Sony have some models with very get anti-reflection, and some without. Samsung and LG are the same. Reason being, some people prefer a high gloss screen due to how the colours pop. Matte coatings can make the image look more washed out, which is why you'll never find a TV with a pure matte finish.
You won't be getting an OLED for that price.. Unless your buying second hand which I personally wouldn't do.
