Both GoPro and Toshiba Camileo have poor video quality and terrible performance in low light conditions.
Some time ago I purchased Canon HF M400 for $359 during sale at B&H Photo Video, shipping was around $60. Much better sensor and lens than the GoPro or Toshiba. Get the GoPro if you intend to use it in rough condition, e.g. attached to a motorcycle or helmet, surfing or skiing. It has wide field of view and waterproof case so it is good for action.

get a go pro hero2 hd, not sure about low light but check for footage in youtube it's mind blowing.
