Unable to Pair/Connect "Apple Watch Series 3" with iPhone 13 Pro

I have a Apple Watch Series 3 (A1858) which was paired (and working well) with my other iPhone8 (2yrs before).
Touchscreen of watch was cracked so it was not in use since last 2yrs.
The screen has been replaced/fixed couple of days before and watch itself was working fine.
Now that I have new phone, iPhone 13 Pro, I thought to "Erased All" data and pair it with new phone.
But after erase all, its not getting paired with 13 Pro.
Both devices are 100% charged.
Iphone has no new pending updates.

    • It’s not gonna update if it can’t connect to a phone.

      • yep, I cannot find a way for updating it without pairing first.

  • I had this error on mine a few times. It’s not uncommon. I can’t remember the exact fix unfortunately, because I tried so many things. But it was along the lines of disabling cellular on the phone, then restarting the setup. Or it might have been disabling 5Ghz radio on my router. If you search for the error on Google you will find an Apple developer forum thread with 100 other potential fixes. Even changing the watch locale during setup was a potential fix iirc.
