It’s like a thick clothing material , don’t think I can cut with a knife , if I could probably takes more time.

If it's like any regular paper guillotine, the blade/handle part will open 90degrees.
You can get actual cotton cutting scissors like these that are super sharp and spring back themselves which would help you significantly. Halves your effort at very least.
Might be abit too small
In a factory you would have a fixed blade that you pulled the cotton back toward you against.
Or possibly line up a bunch of the cotton, then use a guillotine.Do you have like an example photo or something?

What are you making packing peanuts out of cotton? Styrofoam is cheap.
Not for packing lol.
My suggestions:
- Try cutting a length(s) then cutting multiple at a time instead of one by one from the end of a very long piece
- Buy cotton balls instead
- Become a hand model
Cutting multiple at a time could work with an guillotine
Those rollers could work with a self healing mat
Ask the supplier to provide the product in X cm lengths. The probably have the industrial strength equipment to do it efficiently.
You know you can buy it already in balls?
What is your budget? And just how much are you cutting? I can suggest a few machines, but no point if you are only cutting 1m a day or your budget is $15…
laying out lines and cutting it with a knife/scalpel seems like it would be more efficient
