Definitely your local. Some KFCs are terrible (cough KFC Lv5 Westfield Parra) but some are decent.
I don't have KFC very much nowadays, but I found slightly modifying the burger (e.g. sauce) resulted in them making the burger fresh rather than picking up the standard ones that had been sitting on the warmer for 25 minutes.
