Kompozer is Free (Open Source) and does a basic job. http://www.kompozer.net/

A more modern option though is to install a publishing engine like Wordpress to your webhost and manage your site online.

  +1 on using Wordpress and a free (or paid) template. Easiest option for a professional looking website.

Coda is another option for mac users. Personally I just use a good text editor, but this may be too much of a learning curve.
