Mobile plan suggestions (Live Connected alternative)

I'm looking for a friend for a month to month mobile plan comparable to the great value Live Connected plans.

They don't have a drivers licence ID so cannot apply for a Live Connected account. Live Connected use licence ID for purpose of credit check.

The only other plan that I know of that comes anywhere close is the TPG $17.99 plan.

I'm looking for other suggestions that I may have missed?

TPG also have $10 a month plan which gives $180 worth of calls.

I think you can use passport as an alternative form of ID.

If you don't have a drivers licence you can get a photo ID card which is equivalent to a drivers licence in terms of ID points.
