You may be better off getting a 10,000 mAh battery pack for $30-40 and use any device you want.
The remaining $40 doesn't leave much to buy a smart phone

It has to be 4G as 3G will become obsolete in near future. Data not really needed
A bit over budget, I have nokia 800 tough. Battery lasts couple of weeks with moderate usage. Has Google assistant that makes it a bit easy to use and other apps like WhatsApp . Durable, very hard to break and waterproof as well.
Couple of weeks, really? That sounds great as I've read even dumb phones with 4G are battery hogs

Due to the lack of a large screen or interactive screen,
the chances of you using data on a 'dumb phone' is lower,
so I don't think your battery use will be higher than a heavily debloated smartphone.
