You need to find this game in the Xbox store on your console (it will show up as $29.95 if you search for the game in the online Xbox Store).
It's NOT in the Xbox Live section either.
You will need to go to Store - Search, then type in 'Praetorians' in the search box.
Install.
Note: I came across this strange freebie when I was just looking at Store Specials, and I have no idea why it's not in the Free With Gold section.

Could also try logging in in an incognito and then refreshing
Also make sure you're on the Australian page, some regions have different GWG games.

I just checked and it's a free game with Gold for November 2022 (like scuderiarmani noted above).
So I'll report it and try to get this deal removed, otherwise it could be confusing some people (it sure confused me lol).

Banjo-Kazooie first comes to mind, which is a retro platformer of course and I think is on Game Pass.
