I've tried to google but can't seem to find a way a solution.
I have 2 PC (not on the same network), I'm wondering if there's anyway that I can create a sharable folder (just like one that's on the same network) but over the internet. So I can add / make changes using 1 PC and it would also be updated automatically on the other.
I'm happy to pay for the software/subscription if need to as long as it works.

This. I use my work laptop and personal laptop for work and can confirm OneDrive will do what you need.
OneDrive or Dropbox would probably be the most commercial software to do this on.

I've been doing this for years.
The problem isn't doing it.
The problem is synchronising the two copies. Its easy if they are both up and going and connected, and only what's at one end is being changed at a time. You just copy the changed file to the other end when the change is complete and the file is closed. It gets messy when the other computer is down when your copy is being changed, then your computer is down when the one at the other end is being changed. Or they are both being changed at the same time.
And there's file size issues.Do you want to send a whole huge file if its just one byte changed. Is the file compressed?
And there's security issues across the internet. Do you want to send an unencrypted copy of whatever it is across the internet?
Some ways of doing it handle the messy stuff better.
If you just want to use it for backup its easy. Its when you and someone else may be turning your computers on and off when its convenient to each of you, and could be simultaneously working on the same stuff without knowing it can seriously badly screw up.
You might not have changed your way since starting years ago.
There are much more reliable methods that take all of that into account, Google Drive / One Drive / Dropbox - examples that everyone in the comments have already given are some examples.
It sounds like what OP wants is what everyone else has suggested (OneDrive/Google Drive/ProtonDrive/Box/Dropbox/etc), but for the extra problems you mentioned it sounds like you want to be using a proper version control system for things, e.g. GitHub.

I've tried a few over the years and I've found the most elegant syncing software to be Google Drive for Desktop. I've got it installed on both my Macbook and Windows PC and it hasn't skipped a beat in over 3 years - file downloads and uploads are always timely and issue free.
Also, the Google Drive app has a nice GUI and is easy to use. It takes me 10 seconds to push email attachments to a Google Drive directory from my iPhone (If I receive PDF bill or invoice).

Otherwise Google Drive / One Drive / Dropbox etc will give you the added advantage of having a copy online, even if the machines aren’t both online at the same time and depending on your selected service / plan a decent recycle bin /restoration of previous versions. Something like syncthing will just delete your file off one pc when you delete it on the other so definitely won’t increase resilience.
Depending on what your files are there are other different more advanced solutions.

Get a synology nas and use the synology drive, can sync multiple users (win/mac/iphone/android) and have multiple version histories (32 max i think). It will save your money in the long run, and good for data/photo backup too.
If not wanting to setup cloud folders on both, do it locally ;)

Every Windows PC has a OneDrive folder. Log into OneDrive on both the PC's and the contents of the folder will sync.
