Good question. Im suspecting it could be an issue with 3G…

Are you one of the lucky few that has VoLTE enabled on your Kogan Mobile service already (and your mobile phone supports VoLTE on the Vodafone network)? If not, your phone still has to drop back to 3G for calls - how's the 3G signal?
