Is there a $1k touchscreen gaming laptop? I don't need the latest GPU but NVIDIA GeForce GTX 1070 should be enough for playing android games.

There are android tablets that have touch and play android games for less than $1000 ;)
Unlikely you will get a Windows "gaming:" laptop with touchscreen for under $1000 :/
