Was looking at Apple Watch Series 7, $459 for refurbished from Apple (currently oos), and the lowest price for brand new was $499 (before the launch of the s8). I believe the price for brand new will get lower in the future, but not sure how much lower will it get and if it is worth the waiting. Wouldn't consider any discounted gift cards since I can easily get 10% off on gift cards for most retailers so will only compare the price before gift card discounts.

I wouldn't buy a second hand one to save $40. What if the battery goes bust, Apple might replace it but you'll have to go through the hassle of going to Apple store or posting it to them.
You'd have to go to Apple to get a fix regardless if you purchased in store or from someone 🤷♀️

I ended up buying a refurbished s7 40mm for $459 plus I got 10% discount on Apple gift card and got credit card cashback so I actually paid $400 ish.

Check Gumtree and Facebook marketplace. I got a brand new sealed series 7 for $450 last week - apple has great warranty so it's fully within warranty as I've set it up under my account
