The Locals Pass is $189 and doesn't seem to go on special - good value for 12 months' of access if you qualify.

There are only minimal discounts if you’re not a local. If you want to do the theme parks you pretty much just have to factor it into the cost of your holiday like you would lift tickets on a ski holiday. Yes, it’s expensive but if it’s theme parks you’re into (or you have kids that want to do it) you pretty much just have to pay. You can also try concierge where you are staying, or there are booking agents in Surfers paradise no you might get a minor discount.
You can break it up with free activities like the beach and parks (there’s some great ones!) to keep costs down if you’re staying for a bit.

Usually if you’re a member of a motoring organisation, they have deals for members.
As to how cheap they are, you may save a few bucks or so.
So RACV/RACQ/NRMA Etc.
