Get a Samsung Galaxy S3, it's worth the $700.

Price ranges from $229 to $299
It has a slide-out landscape QWERTY (good for fat fingers) and a 3.7 inch screen. Also performance wise better than the ChaCha and has a 8 megapixel shooter.

Can he live with an onscreen keyboard and Swype?
Some people prefer the click-clack of physical keyboards (thumb boards?). I quite miss my old Nokia E71's keyboard, even thouogh the Galaxy S2 comes with built in swype.
He prefer qwerty as he can physically tough.Not like iphone he hate it.
I'm pretty sure there is one in the prepaid section of vodafone store that has a qwerty - around $100. Othrwise have a look at www.mobileciti.com.au and http://www.uniquemobiles.com.au/
just make sure it's got the right frequencies for what you want (voda 3g, gsm etc)
