Yes, you DO, at least through the banks. With the reloadable cards available through Woolies, Aust Post etc you don't though.

I already have a NAB Classic and its a bank account, not visa. So I cannot use PayPal.
Also Citbank plus is only for over 18's.

Plus you have to pay a load fee with all the prepaid cards, so while you might escape a transaction fee when spending you dont get away fee free

Ask your parents if they are willing to open a savings or transaction account in his/her name and let you operate it since they seem willing to buy on your behalf. Still cheaper than a prepaid.
