Interesting that the website doesnt cite regulations anywhere.
But they do say in "about us" section …
"Currently, the platform is running as a proof of concept. So we need as many people testing out the service as possible."
Dodgy indeed and highly doubt would be abiding by any state regs.
It's understandable to be skeptical. We have paid attention to all the information regarding progressive lotteries as supplied by the Fairwork link below. We have so far run two tipping competitions this year (AFL and NRL) with only one having a prize (NRL). If you would like, we can reach out to the winner of the NRL tipping competition to respond here with a review and to certify that they were indeed paid their prize money. Of course this would mean you need to trust the report of some anonymous person on the internet but I suppose in any of these situations (with a new platform/service) there is an element of trust required between the business and customer. If you are not willing to take a leap of faith then that's your call, but again this is a free competition, there is no reason you need to stay on if you find you don't like it.
If you have any questions please reach out.

From that link … Which type of lottery do you fall under? Just interested.
Also, have you gotten permission from the other state's lottery commissions?
If not, you may only be able to legally allow NSW ppl to enter, not ppl from other states.
Depending on whether there is or isn't a cash prize would mean the competition falls under a progressive or free lottery, respectively. In terms of other states, as far as we are aware, we can operate in other states. Due to the small size of our prizes there is no need to have a permit in any state, so we only need to be fair about how we conduct such competitions, as we have tried to be.
This feels more like gambling than a competition.
