Seems like OP is passive looking, not yet at a stage of ready to make a purchase of any kind (aka kick tires).
i think there are some possibilities to use a tablet plugged in to your computer.
Would that work for you?
What do you need it for? That'll tell us if it needs a HDMI port or whatever, or maybe an iPad with sidecar or whatever it's called would suit your needs.
Here's a touch-enabled 14" 1920x1080 with USB-C/HDMI/DP input for US$209 + $35 shipping, or an OLED model for US$299 + $35 shipping.
Best to check Aliexpress as well for cheaper shipping options.
Use case? If you're not doing heavy graphics-intensive work then perhaps an iPad might work with a screen-mirroring app, which also has extra flexibility

How big and stuff
If you have a spare laptop, you can use that. Windows does it natively, or you can use something like Spacedesk for cross-platform.
This includes chromebooks, such as the Lenovo Chromebook Duet. Which is probably half your budget, and a computer too.
What have you found so far?
