I have been looking for some cheap monitors that can be used for gaming. Although I’ve seen some good deals on scorptec etc. the shipping is absurd so I think Amazon is my best bet. I’m looking for 144hz 1080p and around 23” Any suggestions?

That doesn't mention what kind of backlighting is used, so probably safe to assume it can't dim zones of the screen. So it probably "supports" HDR, but it doesn't actually brighten and dim areas of the screen. Still better than not supporting it at all I guess..

Depends, a fast paced shooter like DOOM or online competitive games will favour high refresh rate for smooth and responsive gameplay.
For slower paced, cinematic games, HDR will be preferred over high refresh rate.
Overall, I'd prefer a high refresh rate monitor over a HDR one
Many new games now support HDR which can make a big difference, a bigger difference than 144hz. You probably won't find HDR for 200 or less though.
