I have a work phone that comes with unlimited calls and plenty of data over Telstra, and my own Telstra plan. After a year of keeping both, I do not see the value in keeping my private plan with Telstra.
In an attempt to miminise cost, I am hoping to switch my private number to the cheapest plan that includes:
- receiving unlimited calls locally
- receiving unlimited sms locally
- receiving unlimited sms while roaming overseas
I don't need data on the plan, and I don't need to receive calls while overseas. I don't intend to send sms nor make phone calls either. Happy with either post-paid or prepaid.

I can't help with receiving SMS while overseas, but as for everything else:
Take one of Amaysim's 28 day plans (if there's cashback available, use that as well). These are rotating promotions. They generally change monthly.
Disable auto recharge as soon as you activate.
After the initial 28 days, your number will be able to receive calls + SMS for 12 months after the plan expiry before it is cancelled.
Most other prepaid telcos only let you stay in this "receive only" state for 3-6 months after the plan expires before cancelling. As far as I'm aware, Amaysim is the only semi-popular one that lets you do this for 12 months.
If you divide the initial plan cost by 13, you have your approximate cost per month (before any nerds say something, yes I know it's actually 28 days + 12 months, not the full 13 months).
