Best TV under $1k?

So I was hoping to get a $2k OLED Sony but it turns out my family's CEO said that was way too much money. $400 was the budget I was given so interpret that as sub $1k.

So what the best bang for buck? PS4 gaming, movies and picture quality are all priorities. I figure I could just buy a sound bar and shift that budget across. 😉

I'm open to 2nd hand too BTW.
