Get a Mavic Mini. It should be possible under $500 and does pretty much everything the bigger ones do plus is portable and doesn't require a license. DJI are market leaders so you get all the awesome software features unlike whatever dodgy rebranded Ali express ones you can get that while tech spec may be better have terrible apps and video quality.

I've got a few drones, but the Mavic mini fly more kit is the easiest to learn on that I've come across at this price range.
The trade off to going much cheaper is that the drone is just going to be a bit harder to learn on, and will not be as polished. I've got a few that do pretty much the same as the Mavic mini, but there is just that bit more effort to using them.

Photography mainly I think
If you just want something to fly at the cheapest price, get one of those mini drones so you can learn.
If you're planning on flying a lot, then recommend building one.
You can get all the parts for cheap at websites like Hobby king. And buying in bulk means you can get affordable replacement parts on hand when you crash.
They are really easy to build, easier than you'd think.
If you want an all in one solution then dji is the best, but you'll pay through the nose (against the ozbargain spirit).
How to choose a drone? Easy. You buy the most expensive DJI drone that fits within your budget with a Flymore package
Excluding their FPV drones, which is a different category from what you want
Just get a well looked after second hand quality drone.
Most new drones below your budget are pretty crap especially if camera image and gimbal quality is important.
