Definitely not. It needs to be fixed to the carpet. Usually with a couple of button clips or toggles or similar
It’s better to have ones that are clipped in, it it’s not essential. Source: may last few cars.
I can't quote any link, but I believe it's a requirement that the driver mat must be fixed or fitted or there is no mat (and the fixed carpet must be intact)

@oscargamer: The link provided does not say it must be clipped in. Just not allowed to be incorrectly fitting or loose or interfere with the driver.
The rubber mats I’ve used are usually fairly well fitted and not ‘loose’. They rarely move much once settled in. Some are possible to easily trim to suit the vehicle

Buy some strong double sided tape while you're there and secure it to the floor properly.

Yep - it's definitely nothing they've seen before, and I'm sure they'll be right onto it.
Some softies might just check that it's fixed and won't move, interfere with the pedals or snag the driver's footwear.

If that’s any indicator of the condition of the rest of the car then you are screwed.
One of the tips for RWC prep is to clean the car to make it look a bit maintained.
This could easily happen in just a few years if you're wearing work boots every day. It hardly suggests the rest of the car has any dramas.
It certainly doesn’t inspire my confidence in a well maintained car. But the seat doesn’t look filthy I guess. I’d have covered it up with a mat long before that condition.
Thats the definition of wear and tear. Some ripped carpet, bumps and scrapes. Its not supposed to be shiny and new.
Yes. If you put cheap floor mat over it then it should pass.
