that motorola would be a great choice
although since the op said they just need the most basic of functions they might be able to get away with something even cheaper like a really basic pre-paid nokia
unisoc are usually terrible and offer 2017 level performance but that might be all that OP needs
Three years ago I decided to just buy the cheapest Samsung smart phone that was available. It was the A20 and I got it from the Good Guys for $230. It still works fine today. I just did a quick search for the same thing now, and this was the best result I could find, for $195:

This A12 model is now obsolete and replaced with the A13. It is available at the same price point.

Old mate can walk into Woolies or Coles and pickup a decent phone for less than $200. Any of them will meet the requirements for "calls and occasional text".
Yeah I had a look at Coles and Woolies but they all seemed locked, which is a dealbreaker for him.
By the looks about 60 to 75% are locked.
I bought the Samsung A13 to hold me over until I decide which better phone to get. it's a big phone and graphics aren't the best but it is fine as a burner.
Oppo a53 is a great phone… Slightly more than $200. I think I paid $239 last Christmas at jb but it's worth spending a bit more for something like this

The Unisoc SOC on this phone is from 2019 (based on 12nm tech) and there is no NFC (can't do contactless payments). The display is quite large at 6.5" but it's using 720 x 1600 IPS display, so the text will appear pixelated.
Not exactly great value but will suit the needs of your old mate regardless. I'd personally go for Moto G31 for it's OLED display, FHD+ resolution panel, NFC support and slightly smaller form factor (but with the same 5000mah battery capacity) from Officeworks
Alternatively the Moto G50 goes for $215.10 when you use the 92JBFRENZYJUL coupon. This phone sacrifices the FHD display for a 720p one but you'll get a much newer Dimensity 700 SOC, which is more power efficient and faster.
