Not sure if you can complain for $700. 256gb drive is also a bit limiting and the 450w psu kills most upgrade options but again, $700.

Also, does an H510 board support PCIe gen 4? This seems like a bad pairing if not

most of these build don't have RGB,
these systems are cut very close to the bone, so don't expect any unnecessary RGB
better to build your own.

How does this compare to a PS5 or Xbox Series X/S?

PS5 and Xbox are more like R7-4700U + RX6700, noticeable better than this one. However this can do other things like video editing that a PC can do.
Would this be enough as second PC to record 4K from main PC and maybe stream?
