I want to add a payment method for my US apple id, but it fails every time,
keeps saying “Payment information could not be updated. Payment method declined” （I tried my nab and amex credit card， both declined）
When I try to use Paypal, saying “We're sorry. To use PayPal for pre-approved payments to Apple Services, your PayPal and Apple Services accounts must be registered in the same country or region.”
Does anyone know how to fix this issue

This a way but what's your endgame OP? Trying to subscribe to Hulu or something?
Payment from XYZ must be from the same country. So you need to get some payment method that is based and the registered address is in the USA.
The next issue that you may come up against is that if you try to get a physical thing delivered to Australia then it may be declined as it is again not in the. If this occurres then you will need to find a freight forwarder that is based in the USA that the sends the delivery to you in OZ.
I Use my Comm bank travel visa card on mine. just load up US$5 as they try and withdrawer a small amount to check the card has US funds. Just update it whenever the card expires
