      google "power bank battery capacity vs actual capacity" - you'll find that all powerbanks have a difference between battery capacity and actual capacity -

      some bury that detail in their ads, most dont bother mentioning it at all - at least kuulaa makes it clear on their ads - fyi 20,000mah power banks typically have between 12,000 and 13,000mah actual capacity

        Yep, the paste was for the commenter. And yep, there's actually a good explanation of why there's a difference at the deal link.

        Point was, I'd be wary of anything like that being bought off AliExpress achieving either the states max or rated capacity.
