I wonder how true that is though? I frequent some other forums that rely on Cloudflare too (including a pretty infamous one that's pretty much always mid-DDoS on any given day) and even they don't seem to have the same latency issues that I've noticed recently for OzBargain.
The Cloudflare outage was resolved in like 90 minutes yesterday
Been good today. Yesterday cloudflare had a major hissy fit and allot of sites were down.
cloudflare is still be having issues.
I believe a most of the latency issues with the database have been resolved / timing readjusted, though it appears there are some still causing latency issues. Cloudflare has had some major issues recently too (though not sure if they're related). Not sure what that caused the last downtime, but only lasted a minute.
Even big mainstream sites get performance hits every now and then.
I pay for OzBargain Premium which includes my own dedicated server.

Does it run on a VCS2600? Sorry too expensive… how about a RP1 (one)?

I think you will find it is cloudflare that is having the issues at the moment.
