Recommendation for Air Compressor for Cleaning

My main application is cleaning road dust and grime off a powered wheelchair in hard to reach areas (stronger than a PC cleaner?). I was hoping to just buy something in the Ozito PXC range, however none of their products seem to be suitable as they are all inflators only. I would prefer to pay under $100, but will go to $150 for something if necessary.
Requirements:
240v or rechargeable
Compact (I don't have space for a full sized air compressor)
Hose or fitting for hose
Optional:
Adjustable air flow
Inflation accessories

Any advice?

      I did have a quick look at Supercheap and they have some very good priced compressors however they aren't very portable which might be a better description than compact.
