Are there any good websites like hipages where I can advertise this?
I would prefer Indian/overseas to keep the costs down.
It's a simple login menu with password creation. Would also need some documentation for it. Should only take 2-3 hours max. Must be done in Python.

I started learning Python about a month ago, and doing a password generator / manager was one of the projects done in the first few days. Should be easy for you to find a dev, or get them to recycle some work they've done in the past.

Things are sometimes not as simple as a person issuing the requirements thinks. It's not up to you to say it'll take 2 to 3 hrs.
Do you know how to complete the work yourself? If not, then you are not qualified to say “2-3 hours max”
Want cheap and good? Go Eastern Europe. I have never had good results for these two prerequisites from any other country.
Why does it need to be done in python?
I doubt u want something handmade for production that can be done in 2-3 hours.
