Yeah I think the codes are basically digital versions of the game.
I bought this from JB not too long ago. The two downloadable games act like free DLC, and can be downloaded on as many accounts as you'd like. You just need to have the cart inserted to be able to play them.
For clarity, there's no code, you just access the eshop page for the game and they're available there.
