I'm new to the Commbank Rewards, how quickly do you get your cashback?
I have the GoodGuys $30 off $300 spend - could I technically buy the PS5 controller which they have on sale for $79 and another item (let's call it Item X) to bring the total to $300, get the cashback and then return Item X to effectively bring the cost of the controller to only $49?

Essentially you're right, but read the T&C of that promo. It might be for full priced items, or only 1 transaction, or can't use gift cards, excludes XYZ etc.
As above, your $30 credit will come back in days/weeks after your purchase, so the controller will still technically be $79 at time of purchase.
Is it ethical though? Wasting people's time returning goods if you never needed them in the first place.
If they insist on refunding to the same card then no, you will most likely not get your reward credit.
Don't think they have change of mind returns, but you should buy the items and try it. Report back with the result.
