Yes, in up to 18 years time when they become adults.
Yes, they're allowed (in practice). Some cinemas might ask them to wait outside the theatre itself until they are adults (which they are permitted to do, it's in the fine print) but they rarely take it that far.
The real sticklers are when the adults-with-Benjamin-Button-thing try using children's tickets.

Nevermind read it as kids taking adult movie tickets,
Whatever, well if they have a ticket ofcourse they have a seat, they should be able to simple get any children ticket if available, Because the seat is still the same.
i think the tickets differentiating between ages is mostly a pricing thing, rather than an age restricting thing. unless it's some kids trying to sneak into an R rated film, they probably don't really care
What did the cinema say when you asked them?
Their phone number asks to check their website's FAQs or send them an email. There's no real person I can talk to.
Anyway got my answer from the above replies.
Yec children llowed in with adult tickets, not the other way around.
