The negative PCR test is not done prior to arrival anymore. If you are fully vaccinated you need to book into a SHA+ hotel for at least a night. They will pick you up from the airport, take you to the hospital for a test, and lock you in your room for the night (until the negative result comes back).
This might be abolished from May 1, but has not been announced yet.
Might want to do at least a swab before flying, if it does test positive your stuck in that hotel.
The test and go program in Thailand is a big scam, fraudulent, go and read the reviews on google, you never know your real test result, they may say positive to lock you in the hotel for 7 days and you have no choice. Wait and delay your travel until they abolish this fraud program in 01/05.
I think the OP might already know that the Thailand pass is free. He might be asking how to get cheapest SHA+ hotel, which fulfils the requirements of Thailand pass e.g. PCR test, Airport transfer etc. An average 3-4 star hotel price could be around $40-90 a night, however same SHA+ hotel eligible for Thailand pass will cost around $250-$350 a night. Kind of offsets the cheap airfares available and not good for someone travelling on a budget.
Flying out to Thailand again tomorrow (also went in January 2022).
Both times required the Thailand Pass (Test & Go) - there is talk this might be abolished in a month or two.
Before you apply for the TP(T&G) you must 1. book a non-refundable one-night hotel with private transfer 2. pay for a PCR test upon arrival 3) buy travel insurance with >$20,000 cover.
Then you submit your documents through the Thailand Pass application; the three items above PLUS your passport, international vaccine certificate (or evidence you caught covid).
Takes around 5 or so days to get a result.
Strongly considering going to Thailand soon.
My main concern is if any of us test positive on arrival…
At least with having to do the test before departure you could be reasonably sure that people on the plane were not infected…. not so anymore

The info provided on the tagged website ain't valid anymore @Christown.Here are my observations:
1. Covid-19 insurance is mandatory to fly Thai Airways.
2. Web checkin not possible on ThaiAirways from Melb. They keep showing junk error msg on the app / webportal. The situation gets scary when customer rep's don't reply to you mail or respond to calls.
3. Online check-ins are probably not done bec's they check insurance first in step 1 and passport later to issue the boarding pass at the airport.
4. You don't need Thailand Pass if on is just transiting Thailand. You need it only if you take Thai domestic flight as foreign national.
5. There is no dearth of ill-informed people within system viz, airport staff members etc. Always double in covid time :)
6. Once onboarded, things are smooth. Relax and enjoy the good meals of Thai Airways.What exactly to they check for the covid-19 insurance? I'm going to be transiting at the airport for 6 hours and don't really want to have to fork out $100 for this.
Any insurance that covers your travel should work. They just check on (pdf doc etc) your mobile.
I bought one for my spouse for 43 bucks for 60 days transit. 30 days would be cheaper if that works out for you.
Another options would be use credit cards like ANZ Platinum or alike to book tickets which shall covers transit insurance.

FYI: Thailand pass is free (don't get scammed) and it seems you don't need it to transit Thailand, but you require insurance and a negative PCR test.
