My mum enjoyed a family gathering in a local park.
I was responsible for catering. Fortunately there was some good Dominos coupons at the time.
She still talks about it years later. It was a simple affair and all about the family being together - not the venue or the catering.
She didn't want presents (thank god). She said our presence was her present (bless her).
You could all record a message for her and make a compilation video, she'll never forget it.

In all seriousness though, it depends on your mum. Something sentimental to celebrate her life and major events, having a big reception and having close friends and family speak of fond memories to her and the attendees could be nice.
Or maybe 10 strippers?

Go and see her partner / parents / siblings, whip out your phone, hit ‘record’, and ask some question like:
How did you meet Mum? What did you think when she came home from the hospital?
What are two memories of Mum's life and happiness (one early, one later)?
What does being a Mum mean to her?
What are you most proud of her for?
How would she like to be celebrated/remembered?
This could be material for a short speech, or maybe edit down the recording and give to her.
Find a coin from her Birth year?
my grandma parachuted for her 70th (or was it 80th)?
For the first time?
Has she ever tried weed?
Just make some edibles.
Enjoy these mum, don't share them with the grandkids.
That might result in the "these aren't working, better have more" followed by uh oh.

One year I went through all the family digital photos, found the best ones with my mum in them, had them printed onto 6x4's and put them all into an album. We presented it to her at her birthday lunch, so it got passed around for everyone to have a look.

someone joked about strippers but the oldies love it. took mum and her friends to Chaning Taums Magic Mike show. Even got them front row :,) They loved it and still the talk of town haha
How many grand kids does she have? Have a sketch artist sketch a minimalist picture of them all together based on photos. It can look amazing. Very memorable.
One (= my daughter)…. might be a small sketch haha
For my dad's 80th we got a whisky decanter and got it engraved. Wasn't that expensive, and it looked really fancy. I guess you could go for a vase or similar if whisky is not her thing…
what we did for my aunty who turned 70 late last year, was book out a restaurant for family and friends. With the whole covid, she hadn't seen quite a few of them in a while
