PayPal Refunded Returns - does it cover restock fee?

I need to arrange an online return from a seller I bought some goods from.
I paid via PayPal.
They charge a restock fee and then I need to pay the postage for the return as well

Does anybody know if the PayPal Refunded Returns also covers a seller restock fee? ( In addition to the postage cost to return the item)

    No, you submit your receipt for postage and that's what is refunded

    why do you need to return it? change of mind or item was defective? if it's the latter, i don't think they are allowed to charge a "restock" fee.

        not much you can do then, just have to pay the restock fee. retailers don't have to accept returns for "change of mind" as far as i'm aware

      Plus the hassle of packing it and sending it etc.

        Plus the fact that in a lot of cases the item may be opened, used, and needs to be cleaned, etc, or in some cases have the packaging physically damaged thus re-selling the item has to be done at a discount because it's clearly been opened already.
