Are Xiaomi's "High Efficiency Filters" better than a HEPA filter as they claim to be in the item description?
How is this different from the 3H model?
It's taller. Notionally has a more powerful fan, although you probably won't run it at full speed most of the time anyway.
Newer model and higher end than 3H

Anyone actually feel like theres a reason to get air purifiers? I’ve been considering one for a while but friends say it hasn’t made a difference

I have the 3H and I recently bought a second one to have at my girlfriend’s house. I’m probably half as affected than I was with it in her place.
General consensus is that there are only a few scenarios where they seem to help - namely if you live in a particularly polluted area (e.g. right on a main road), have terrible allergies to dust/pollen/dander. For the average suburbian household, vacuuming more frequently and opening a few windows is apparently more useful

Works well with cooking as well.
You can also stick on in a room at work that you need to clear the smell out to tolerate working in, put that thing on max and come back in 10 mins, all gone for the working day at least.

yes, even better if you use the carbon filter but HEPA filter is always the one to use.

$299 was their original price from memory - it was a discounted price at $239 and then the 20% on top of that brought it down further. There was only a couple left when I bought it and they've probably run out of stock to end the price.
It even says "Sale End" after a few weeks on the revision page you linked… not really fair to call it a price jack in that situation
