I want to buy as much salt as I can for the price that is as low as I can get away with (including postage) paying. Like, 40kg for $15 or something like that.
I don't care about the quality as I won't be eating them.

I am guessing OP invented time-machine. I heard salt were more valuable than gold in the past.
It went out of stock a couple of weeks ago, but was back in stock last week on Sunshine Coast.

If it's not for consumption, how about pool salt. Don't know if you'd get 40kg delivered for $15 but you'd be able to pick up for that price.
