  Topbuy seems to be going the way of many of these online retailers - quoting a cheap price to lure you in & then jack up the effective price with substantially overpriced delivery costs.
  $4.99 per item no matter how many you order? So it costs $25 to ship 5x USB sticks?
  And if the rep gives some excuse that they send it a certain method for shipping & this is what it costs, then perhaps you should look at some alternatives!
