Just wondering if you set up for example a new account for Uber eats/Door Dash on a web browser does it count as a new device? Or is it only the App that can track a new device.

Uber does require new number
I think you need a new number and device for it to work for promos, as I referred my mum for door dash a while back, she had issues so I logged into her account at my end and did her order for her, and door dash refused to honor the referral and has added her address to my account even though I've never used it there,
Yes it works. Incognito window, clear data and vpn helps.
Still need new email/phone/payment.
Looks like doordash referrals are down at the moment.
You’ll most likely need a new phone number for each account.
