that looks like the chrome plating is coming off of the Plastic fittings,
there is no way to really clean these to get them back to looking like chrome, maybe source replacements or look to remove and paint, but I doubt it'd last very long being fully submerged and exposed to chemicals ( chlorine / bromine ) in the spa
