Only 2 companies came up when I did a quick search though. One was 1-Cover, who I've used before
Have a look at InsureandGo. Read the PDS of any of them very carefully esp w’ regard to Covid.
Todays 73 was 65 10 years ago, age discrimination is not fair

Look for UNLIMITED for Medical and YES for Cancellation (without any qualifications or number for footnotes).
Does he have any Medical Conditions or Health Issues?
I would ask the travel agent you are thinking or uses and see what they say. Do you know any insurance brokers? if you do try them. There are only a few real insurance companies in OZ as the head company own a bunch of them and have the insurance criteria.
If you do not want to ask the travel agent or broker then get a list of the insurance companies and then find out who owns them and if one knows you back then every company in the group will (seen this first hand), so go to the next company in a different group and ask them. And don't forget the banks.

As a person in a similar age group, I have found Cover More to be quite good, the do not "Flip" if you have some pre-existing conditions, quite a number are covered without increased cost - some are not!.
I have found other insurers consider you have the Black Death, and would not cover older people if they had indegestion or a nose twitch!.
Just have a good look at the Covid aspect, I suspect that will be a big issue, in particular for us seniors - declining immune systems possibly a big factor.
